How Energy Rebates Stack in New England

Rebates stack when they come from separate programs that each allow it. They do not stack when they are tiers or tracks of the same program: you get one of them, normally the largest you qualify for. And no total is worth more than the project cost.

Rule 1: tiers inside one program are alternatives

Mass Save air-source heat pump rebates lists 4 offers: Whole-Home ($2,650 per ton, up to $8,500); Partial-Home ($1,125 per ton, up to $8,500); Basic ($250 per ton, up to $2,500); Income-based enhanced (Up to $16,000, or up to no cost through Turnkey Services). A home gets one. The page also sets this limit: Tons = AHRI cooling capacity ÷ 12,000 Btu; Basic plus Whole/Partial capped at $8,500 per account. For a 3-ton system:

The calculator does exactly this: within a group it keeps the largest offer and marks the others "alternative, not added".

Rule 2: separate programs add up, where the page allows it

Vermont is the clearest case. Efficiency Vermont's heat pump discount and Green Mountain Power income-eligible heat pump rebate are separate, and the GMP page says qualifying customers receive GMP's rebate "combined with Efficiency Vermont's rebate in one step." For a low-income GMP household with 2 ductless outdoor units:

Maine adds a limited-time bonus to its whole-home rebate in the same way (+$500 per housing unit for whole-home upgrades completed and claimed March 1 – December 31, 2026): a separate line, added on top.

Rule 3: some pages forbid combining

Mass Save heat pump water heater rebate: the page says the rebate "cannot be combined with other Mass Save incentives for the same equipment," and NHSaves says its water heater rebate is not available to anyone "already receiving a heat pump water heater incentive from another program." Where a page says that, this site keeps the offers in one group so they never add.

Rule 4: never more than the cost

Burlington Electric's induction offer is "Up to $200 bill credit, the lesser of $200 or 50% of the price"; Efficiency Maine says its water heater incentive "cannot exceed the purchase price." If you enter a project cost, the calculator caps the total at that cost and shows the net.

Federal credits no longer stack with anything

Until 2025 a rebate and the federal credit could both apply. The credits ended (see is the federal heat pump credit still available?), so in 2026 the stack is state and utility money only. See every offer per state on the state pages or the upgrade comparisons.

Questions

Can I get two rebates for the same heat pump?

Only from separate programs that allow it. Tiers inside one program, such as Mass Save Whole-Home and Partial-Home, are alternatives; Green Mountain Power's income-eligible rebate is paid together with Efficiency Vermont's.

Can rebates exceed what I paid?

No program listed here pays more than the cost, and several pages say so; this site caps any total at the project cost you enter.
