Utility rebates by state

In New England, Oregon and Wisconsin most efficiency money is pooled in statewide programs. Elsewhere the utility usually runs its own rebates, so the utility decides what a home can get. 14 utilities have an offer of their own in the data, checked October 21, 2026.

Why the utility matters

Statewide programs pay the same amount whichever participating utility sends your bill, so for heat pumps, water heaters and insulation the state matters more than the utility. The utility starts to matter for home EV charging, where each Massachusetts utility runs its own wiring rebate and Vermont's Green Mountain Power and Burlington Electric run different charger offers, and for income-qualified bonuses such as Green Mountain Power's per-condenser heat pump rebate. Municipal utilities in Massachusetts are outside Mass Save, and Connecticut's municipal utilities run their own programs, so customers of those utilities should ask the utility directly.

Each utility page lists the utility's own offers with their conditions and the program page they come from, works through an example home for every upgrade at two income tiers, and compares the utility's own offer with the other utilities in the same state. The calculator on the home page does the same for your inputs. For a whole state, start from Massachusetts, New Hampshire, Connecticut, Maine, Vermont or Rhode Island.

Outside New England the picture is different. California's SMUD, Texas's Austin Energy, Arizona's SRP, Florida's FPL, Pennsylvania's PPL and Michigan's Consumers Energy each run their own rebates, and the amounts differ widely: SMUD pays thousands toward a gas-to-electric heat pump while FPL pays a flat amount per cooling system. Only these utilities' pages have been read so far in those states; customers of other utilities there see a "not covered yet" choice in the calculator rather than a guess.

Utilities without a page here still appear in the calculator: their customers get the statewide programs. New Hampshire's Liberty, Unitil and NHEC customers, for example, use the same NHSaves heat pump, water heater and weatherization offers as Eversource customers (Financing: 0% APR for Eversource customers, 2% APR for Liberty, NHEC and Unitil, $1,000–$15,000). Background reading: how rebates stack and contractor requirements.

Rebates are set by each program and can change or close without notice; the program's own page and application decide what is paid. This page is information, not tax, legal or financial advice. Amounts last checked October 21, 2026.
